Heat the oil in a Dutch oven or large stockpot over medium-high heat. Add the onion and bell pepper and cook until the veggies begin to soften, about 2-3 minutes. Add the diced potatoes, other half of the Cajun spice blend, and garlic then cook for another 2-3 minutes, stirring constantly so the garlic doesn't burn.

Step 4: In a large Dutch Oven melt butter over a medium-high heat. Step 5: Add the chopped onion and celery and cook until soft. Step 6: Add the flour and cook again for another few minutes. With pot off heat, pour in heavy cream and stir until cream is well incorporated. Return pot to low heat. Taste bisque and add salt and cayenne pepper or hot sauce as needed. Add shrimp to pot. Cook, stirring occasionally, until shrimp are warmed through and tender, approximately 5 minutes. Be careful not to overcook shrimp.
